“Service to the Nation, Community, and to our Veterans and their families” – if one would look this up in a dictionary, one might very well see a picture of retired Air Force Colonel and retired 13th Judicial Circuit Veterans Treatment Court Judge, Gregory P. “Greg” Holder. The son of a WWII/Korean Conflict and Air Force SMSgt Paul Holder, and Air Force veteran Alice Holder, Greg quickly excelled in school which led to Presidential and Senatorial appointments to West Point, the US Naval Academy, and the US Air Force Academy. His attendance to West Point, and follow-on commissioning in the US Air Force, later led to his selection to the Air Force Funded Legal Education Program and receiving his Juris Doctor Degree in 1981 from Stetson Law School. Throughout his military career (both active and reserve) he served in a variety of legal and judicial positions of increasing responsibility in Florida, and in global assignments.
But it is here in Florida while assigned as the Deputy Staff Judge Advocate for the 56th Fighter Wing – a four year period – that he worked tirelessly with the local Bar Association and Florida Bar to serve military veterans and their family members throughout Florida. He was an active member of the Florida Bar Military Affairs Committee. Upon resigning his Regular Commission in 1988 and entering private legal practice, Greg continued his service to military members and their families providing pro bono legal services and coordinating the efforts of the Florida Bar Military Affairs Committee. He accepted a USAF Reserve Commission and was selected to continue his Air Force service at U.S. Special Operations Command (“USSOCOM”) from 1988 through 1996. In 1996 Greg was awarded the Florida Bar Military Affairs Committee Clayton B. Burton Award presented annually to an attorney "who demonstrates character and leadership promoting the quality of legal services furnished to military personnelnserving in Florida." In 2011, Greg was selected by the U.S. Assistant Secretary of Defense to serve as the Chairman of the Florida Employer Support of the Guard & Reserve (“ESGR”) supporting the 35,000 Florida citizen soldiers. The ESGR serves to protect employment rights of our citizen soldiers and recognizes outstanding and patriotic employers for going above and beyond in their support of the Guard and Reserve forces. Greg has been awarded two Presidential Volunteer Service Awards for his service to Florida’s Veterans. He served as the Florida Chairman for three years traveling to bases and locations throughout Florida supporting our Florida heroes in both their military service and civilian employment. He presented hundreds of Patriot Awards to various employers throughout Florida for their hiring, retention and promotion of the Florida warriors. In 2014, Greg became Chairman Emeritus of the Florida ESGR and was awarded the U.S. Secretary of Defense Medal for Exceptional Public Service. Later that year, Judge Holder was selected to serve as the presiding judge of the Florida Thirteenth Judicial Circuit Veterans Treatment Court (VTC). He accepted this assignment and began his work to expand the court’s jurisdiction. He argued to the Chief Judge that the VTC could only succeed if it accepted not only misdemeanor crimes, but also felony crimes committed by veterans who desperately needed rehabilitation involving substance, alcohol, or mental health services. He was successful in his efforts and the Court began accepting veterans charged with both misdemeanors and felonies. He presided over the VTC from 2014 to 2016, where he helped to establish a national model expanding the role of the court helping veterans overcome service-related issues. In this role, he helped to create the National Model for VTCs establishing both public and private partnerships with our VTC. In 2016, he and members of his VTC team were asked to present to the Secretary of Veterans Affairs, Robert McDonald, and his staff and have lunch at the Navy Mess located at White House West Wing. and currently serves on the National Veterans Court Alliance working with U.S. Congressmen and Senators to develop legislation to provide Federal funds and oversight to the National Veterans Court Model. As a senior Veteran (volunteer) Mentor in the VTC, I had the honor and privilege of directly working with him, and observing him as he presided over hundreds of veterans in trouble with the law. His ability to quickly relate to the veteran before him and understand the scope of problems facing the veteran were impressive. But his compassion, patience, and care for the veteran’s (and often his/her family’s) overall physical, mental and spiritual wellness were unforgettable to all in the courtroom – from the defendants, the VTC lawyers, the probation officers, the VA VJOs, and to all the volunteer veteran mentors.
Greg Holder’s family also epitomizes true selfless service – his wife of over 45 years, A. (“Dee”) Kobliska served over 23 years active duty in both the U.S. Army and Air Force and retired from the Air Force as a Lieutenant Colonel in 1993. One of their two children, U.S. Air Force Major Daniel Holder, is currently a Legislative Fellow serving in the Pentagon on the staff of the Chairman of the Joint Chiefs. Servant leadership runs deep in the Holder family, and one will always find Greg and his family either participating in, volunteering to support, or providing in kind donations or monetary support to, various local veteran charity events, fundraisers, and memorial events honoring our local veterans and their families.
For all the above reasons and more, I can think of no more deserving person for the honor of being selected to the FL Veterans Hall of Fame than retired USAFR Colonel and retired VTC Judge Gregory P. Holder.

Servant leadership runs deep in the Holder family, and one will always find Greg and his family either participating in, volunteering to support, or providing in kind donations or monetary support to, various local veteran charity events, fundraisers, and memorial events honoring our local veterans and their families.
For all the above reasons and more, I can think of no more deserving person for the honor of being selected to the FL Veterans Hall of Fame than retired USAFR Colonel and retired VTC Judge Gregory P. Holder.
